While it isn’t available on the North American webstore yet (Evolution Studios said it would go live today) it’s live now in North America, those of you in Europe can download the Wombat Typhoon MotorStorm Buggy DLC for free in DriveClub through the PlayStation Store.
As the description reads:

When asked about where you can use the buggy, Evolution said, “Single event and multiplayer for now. There will be Tour events that use it in April.”
