Official patch notes haven’t been posted for the update, so it remains to be seen what else was included.
If you pick up Sign of the Times tomorrow, you’ll wind up facing off against The Ensanglante:
In Sign of the Times, Lincoln is pitted against a deranged and violent group of cultists called The Ensanglante, who are hell-bent on restoring righteousness and order to New Bordeaux through violent rituals. The cult uses a hallucinogenic drug to bend its members to their will, distorting their perception of reality and turning them into killers. When Lincoln discovers The Ensanglante has used Sammy’s bar for their rituals and finds a lone survivor among the terrible aftermath of a brutal ceremony, he vows to protect New Bordeaux from this mysterious new threat in a thrilling 1960s-inspired psychological cat-and mouse game that will push Lincoln’s grip on reality to the brink.
Along with new weapons and tactics (such as throwing knives and slow-mo shooting), Sign of the Times also includes these new outfits for Lincoln:

Once you figure out what the Ensanglante is planning, you’ll be able to return to Sammy’s and use your money to rebuild it. To hire more staff, you’ll need to complete side missions that ask you to perform certain tasks (such as helping a drummer out of a jam so his band will perform at the club). Developer Hangar 13 says that, by helping out a bartender, you’ll have an opportunity to unlock the Samson Harrier hot rod.
Senior Writer Ed Fowler said, “After all is said and done, we wanted to provide a bit of closure for Lincoln as we wrapped our last big DLC for Mafia III. You can start playing Sign of the Times at any point after the first sit-down and feel like you’ve tried to do right by your adoptive father’s legacy.”
